　　当时，“不折腾”三个字刚落音，人民大会堂观众席随即传来会心的笑声。在正式的场合宣示重大发展方向时，一贯严肃的胡锦涛突然冒出一句很普通的口语，显然让大家觉得十分亲切。但笑声也说明观众是听懂了“折腾”二字的所指，也听懂了“不折腾”的含义。

　　但是，这个“不折腾”怎么翻译呢？据说难坏了各路翻译精英们。对于这个世界性难题，中国驻纳米比亚大使任小萍也给出了自己的答案。她在中国外交部网站上发表文章称，“不折腾”译成avoid self-inflicted setbacks（字面意思为:避免自己造成的退步）最恰当。

　　任小萍认为，这是说，新中国成立以来，因内外因素而走的冤枉路并不少。历次的政治运动和反复都给国家发展造成不少损伤，“文化大革命”是损伤最大的一次。改革开放也几经受挫，成功来之不易。如今，将过去的曲折、错误一律以“折腾”称之，表明中国不再做与经济发展无关的、内耗的路线辩论或政治斗争，“不折腾”的确有现实针对性，而且微妙贴切。　

　　任大使在网上收集了几种译法：

　　1、don't flip flop (别翻来倒去，朝三暮四)

　　2、don't get sidetracked (别走岔路)

　　3、don't sway back and forth (别反复)

　　4、no dithering(不踌躇)

　　5、no major changes (没有重大变化)

　　6、avoid futile actions (不做无用工)

　　7、stop making trouble and wasting time

　　8、no self-consuming political movements (不搞自我消耗的政治运动)

　　上述译法都不够准确，不够精彩，没有把“折腾”的全部意思表达出来。这里推荐一个译法，感觉比较恰当：

　　avoid self-inflicted setbacks (不折腾)

　　原因是：

　　“self-inflicted” has the connotation of creating the unnecessary pain for one self.

　　折腾 in Hu’s speech has a strong connotation that such kind of setback is self-seeking instead of being due to the interference from outside.

所以一个President，有各种各样的翻译方式，并非都是总统。昨天博文谈到美国Mayor是否一律应该翻译为“市长”的问题，其实还有一种更常见的情况就是英美银行的Vice President是否可以翻译为“副总裁”的问题。我在工作中常与国外银行同业开会，每每在我的对面可以一次性地坐上四个Vice-Presidents。在国内大公司的职位系列中，Vice-President是一言九鼎的公司副总裁。显然我所面对的Vice-Presidents不是“副总裁”。

所以提醒各位，国外银行的Vice-President有的是副总裁或者副行长，比如世界银行的Vice-President（即便是世界银行也有25位Vice-Presidents之多，权限并不相同，真正管事的副总裁是Managing Director）；但大部分商业银行的Vice-President只是一个中低级专业人士，只需要MBA 或博士毕业工作后2－4年的经验，且大多是年龄为30岁左右的年轻人。

对此问题《人民日报》海外版2001年12月12日刊登过纽约银行分行营业部刘冰先生的文章，对英美金融机构的副总裁有过这样的描述：

欧美银行的“Vice President”并不相当于中国的“副总裁”。“Vice President”只是白领专业人员（相当于学校的讲师、副教授，而不是校长、系主任）。这些“Vice President”留学人员有的只是计算机程序员，他们手下无部下，本身无任何授信额度，不从事银行的主业务。一流的欧美大银行可能有数千名“Vice President”，数十人的欧美银行街道营业所一半职员可是“Vice President”。（“Director”也并不相当于中国的“董事”。一些自称“董事”的人，其“Director”不是董事会成员，只是部门经理。）

此种错误是不会发生在国际化较早的我国港台地区和日本的，他们不会上这种当。因为欧美银行的“Vice President”在港台、日本绝不会译成“副总裁”，大部分场合不译，因为这不是一级职务，偶尔直接写成“VP”或音译。港台、日本金融机构的“副总裁”译成英文为“DeputyPresident”，而绝不会是“Vice President＂。（“董事”译成英文为“Board Director”）。
